Can you have a Home Care Package and an NDIS plan?
Understanding Home Care Packages and the NDIS can be confusing. Both are government programs, so it is easy to get lost in complicated jargon and legalese when looking into the finer details.
Put simply, Home Care Packages and NDIS plans are government programs designed to help people who have complicated needs.
Depending on your particular needs, you may qualify for a government home care package, an NDIS plan, or 24 hour home care services. You may even be able to access a home care package and an NDIS plan simultaneously. Read on to find out more about these programs, and how they might work for you.

What is the Home Care Package?
The Home Care Package is a government program designed to help older people. As people age, there may come a time when they wish to move into an aged care facility. But if you want to remain living independently, a Home Care Package ensures you can receive at-home assistance.
A Home Care Package comes in several different forms. There are four levels of care, ranging from basic to comprehensive. Services will vary from person to person, but might include things like:
- The provision of equipment (e.g. a walking frame)
- Outfitting home modifications (like rails to hold onto in the bathroom)
- Help with household tasks
- Personal care
- Clinical care, including services from nurses, allied health professionals, and physiotherapists
Who qualifies for the Home Care Package?
Older people who need help to live at home can qualify for the Home Care Package. You can be referred for home support services through a hospital or your GP. Alternately, you can contact My Aged Care online. A family member (or trusted person) can even do it on your behalf.

What is the NDIS?
The NDIS (National Disability Insurance Scheme) was introduced in 2013 as a new way for the federal government to fund services for people living with a permanent and significant disability.
Like the Home Care Package, funding from the NDIS is used to help people living with a disability establish and fulfill personal goals. The focus is on supporting people so that they can be independent and participate in community life as they so wish.

Who qualifies for an NDIS plan?
Eligibility for an NDIS plan is outlined in two pieces of legislation — the National Disability Insurance Scheme Act 2013, and the National Disability Insurance Scheme (Becoming a Participant) Rules 2016. In short, to receive an NDIS plan, you must:
- Be under the age of 65 when making an access request
- Be an Australian citizen, permanent resident, or special category visa holder
- Reside in Australia
- Satisfy certain disability requirements
Do I need an NDIS plan or a Home Care Package?
NDIS plans and Home Care Packages can seem similar, but they have been developed to address different needs, and different outcomes. For example, Home Care Packages are designed for older Australians, and you have to be under 65 to make an access request for an NDIS plan.
